I should start by saying I haven't tested the version you linked, and that link has no description.
From what I remember of this in other servers close to a decade ago, this is an automatic weapon with an alt fire that behaves like a shotgun. While holding the gun, the high pitched background music from nyan cat plays, and while shooting you get the meowing from the song. Correct me if this is a different version.
I don't feel like this has a place here. The core of this weapon is being a nuisance to the players around you. Alerting everyone that you're using it and giving away your location with bright rainbow tracers offers no gameplay advantage to traitors. Old memes are better left to end round music and jihad sounds.
There is something to be said for the role compression it offers though. Perhaps there could be an interesting t weapon that fires like a medium range automatic weapon similar to the aug, hk 416, or M16, with an alt fire that works like a shotgun. I'm all for additional t weapons that provide a meaningful addition to the traitors' arsenal as long as they do something unique compared to existing t weapons and offer a reasonable gameplay advantage over default weapons.
-1, this isn't more effective than the weapons you can find on the floor and it's primary use is in making gameplay less enjoyable for everyone else.
