As of now, only the recharge rate is being increased. At the max upgrade level you can already get going pretty quickly.

I haven't enjoyed smite 2 as much. It's still missing a lot of things that I liked in smite and something about the art style feels off. I think it will get there eventually but that's assuming Hirez doesn't implode before then.
