I think quests would be the death of any fun on this game. It would reduce several people to, "Oh I'm just doing my daily's," or like "Hey sorry for playing a shit round I had a challenge to use a crowbar only" Happy hour is good though, I like happy hour. Only for active players though.

The RTV calculation for # of votes required to map change is counting the players in spectator. There's 11 active players and 8 in spectate right now, and RTV is requiring 12 people to rock the vote. Please exclude spectators from the RTV vote :)
