Investigating Map download is sometimes very slow for the entire server

Twice now I've seen it happen where downloading a map as you load in for the first time is extremely slowly (10+ minutes) for everyone on the server who hasn't previously downloaded the map. I'm not sure if this is tied to specific maps or just happens sometimes for another reason. Quitting out of the download and grabbing the same map off the workshop fixed the issue when I tried it on dinkledome. I've seen it with the following maps:

I've had this happen several times recently except it was for maps that's I'd definitely played before and also I just gave up and waited until map change lol. Not sure if this is related but I told Plogi.

I've had this happen to and it doesn't seem limited to just our server. Even when downloading something from the workshop, either subscribing or through GMPublisher, the download can sometimes be unbelievably slow. This was both at home as well as half-way across the country. Not sure if something is up with Steam.
