Pending Allow voting for fun rounds

Inspired by the flying scoutsman thread.

Flying Scoutsman 18/20 times is a shitty fun round. However, some maps, it does work really well. I don't think removing less-liked gamemodes is the right idea, but I do think it would be fun to be able to vote for a fun-round instead of it being entirely random and having it come up on maps where it just doesn't fit. I also don't want fun rounds

(make sure to include a "random" option for those who want chaos.... but maybe not make it come up every time.)

The picked funrounds should also go on a brief cooldown so they aren't just chosen back to back the whole time, +1 though, especially once more of them get added.
