Resolved Server Crash Message Overriding Most UI Functionality

The !server list (and crash menu) have been updated to match the new UI/UX design. The cursor should now always automatically pop up. Access to chat is disabled since if the server is crashed, it is not functional. Pressing the escape key will instantly open the GMod menu and should not be blocked.
