Pending Shoutbox repop integration

Very minor but potentially neat QoL suggestion.

Unsure of the practical challenges associated with it. But I noticed that repops in Discord don't get posted to shoutbox at all.
I assume there may be some logic like excluding bot messages, the way the bot posts the repop being incompatible with shoutbox, etc.

But I was thinking perhaps it was possible to create a slight integration, where once a repop is executed, the forums interpret that message and also posts a "Giant Bot: TTT Repop: [steam connect to server hyperlink here]" or just a "Repop ongoing! Join <server> to get the party going." or whatever.

iirc, sgm shoutbox had this, but minimal. just colored text and i think an exclamation mark near the beginning of the message. not sure if this shoutbox could do any of that, but it'll be nice.

yea I believe SGM shoutbox did have that so I would love to see it implemented here, especially in a bright coloured text so it catches people eyes easily! +1

Maybe highlight the repop message in red or something so it stands out? Seems like it would be easy to miss compared to the graphic that's used in the discord repop message.
