Implemented Sprays Show Name/Steamid of User

Sprays should show the name and steamid of the person who sprayed for the sake of staffing. Not sure if staff can see that info or not, but no one will be able to report it if something happens without staff online.

Very true, but then ppl will know that I sprayed a picture of bobby hill in his underwear in front of them while they're AFK

This has been implemented but we are experiencing some bugs, but ironing them out. I'll mark this as implemented.
