the most valid complaint i see about elytra in general is that it makes other forms of transportation obsolete which this wouldn't solve because elytra will still be the best mode of transportation just with an occasional unpredictable inconvenience, other modes of transportation won't be any better and you can't bring them with you in case it rains
this would be more interesting if there was a weather prediction mod so you could plan your transport around it
better solution increase minecart max speed in game rules or add a mod that adds higher power rails and add the one mod that lets you summon your horse like an rpg so elytra isn't the only reliable mode of long range transportation
unless your goal is just to nerf elytra for the sake of it in which case w/e
